Where each zone applies

Glasgow

Enforcement began 1 June 2023 for general traffic. Vehicles registered to an address inside the zone had until 1 June 2024.

Roughly the city centre — broadly bounded by the M8 to the north and west, the River Clyde to the south, and Saltmarket/High Street to the east (the M8 itself is not inside the zone) — about one square mile. Check the council's map for the exact boundary.

Edinburgh

Enforcement began 1 June 2024.

Circles the city centre: from Tollcross in the south to Palmerston Place in the west, along Queen Street in the New Town to Picardy Place, around Abbeyhill and onto Holyrood Road, along the Pleasance in the east, then back along the Meadows to Tollcross. The boundary roads themselves are not in the zone.

Dundee

Enforcement began 30 May 2024.

The area within the A991 Inner Ring Road, excluding the Bell Street, West Marketgait NCP and Wellgate car parks.

Aberdeen

Enforcement began 1 June 2024.

Roughly the city centre, about 0.9 km² — broadly running east to west along Union Street and north to south from Skene Street/Schoolhill to Willowbank Road/Virginia Street (the train and bus stations sit outside the zone). Check the council's map for the exact boundary.

How Scotland's Low Emission Zones work

Scotland's four Low Emission Zones — Glasgow, Edinburgh, Dundee and Aberdeen — work differently from England's Clean Air Zones or London's ULEZ. There is no daily fee to pay: a non-compliant vehicle is simply not allowed to drive in the zone at all. Compliance is the only way in.

A vehicle is compliant if it meets Euro 4 for petrol or Euro 6 for diesel (cars and vans), or Euro IV for petrol or Euro VI for diesel (buses, coaches and HGVs). Motorcycles and mopeds are outside the scheme entirely, and fully electric vehicles, registered Blue Badge holders, historic vehicles first registered 30 or more years ago, and emergency and military vehicles are all exempt.

Each zone operates 24 hours a day, every day of the year — including Christmas Day, unlike London's ULEZ. Driving a non-compliant vehicle into a zone risks a Penalty Charge Notice of £60, reduced to £30 if paid within 14 days, which doubles for each further contravention by the same vehicle in the same zone within 90 days, up to a cap. Common questions

Can I pay to enter a Scotland Low Emission Zone with a non-compliant car?

No. Unlike London's ULEZ or England's Clean Air Zones, Scotland's LEZs do not offer a daily charge as an option. If a vehicle doesn't meet the emissions standard, it is not permitted in the zone at all — there is nothing to pay to enter.

What happens if I drive a non-compliant vehicle into a zone?

You risk a Penalty Charge Notice of £60, reduced to £30 if paid within 14 days. The penalty doubles for each further contravention by the same vehicle in the same zone within a rolling 90-day window, capped at £480 for cars and light goods vehicles or £960 for minibuses, buses, coaches and HGVs, and only one penalty applies per zone per day.

Which vehicles are exempt from Scotland's Low Emission Zones?

Motorcycles and mopeds sit outside the scheme entirely. Fully electric vehicles, registered Blue Badge holders, historic vehicles first registered 30 or more years ago, and emergency service and military vehicles are all exempt. Blue Badge holders should still register, as they may otherwise be fined before an exemption is applied.

Do the zones operate on Christmas Day?

Yes. Scotland's Low Emission Zones run 24 hours a day, every day of the year, with no exceptions — including Christmas Day, which London's ULEZ does exempt.
